		<title>The investment process in the construction will be facilitated by changes in the regulation requirements</title>

At the moment, the investors in Bulgaria have been in a very difficult situation because the currentlegislation is outdated,inaccurate and vague, and this is aprerequisite for corruption.&amp;quot;, said the Bulgarian interim Deputy Prime Minister for EconomicPolicy, Minister of Regional Development and Minister of InvestmentPlanning, Ekaterina Zaharieva after the second session of thePublic Council. A draft project on amendments toRegulation № 4 on the scope and content of investment projects and the need ofamendments to Regulation № 7 on the construction regulations and standardsconcerning the separate types of territories and spatial development zones werealso discussed. The session was chaired by the interim Deputy Minister of InvestmentPlanning Architect Georgi Savov, the Deputy Minister of RegionalDevelopment Angel Petrov, the Headof Directorate for National Construction Supervision (DNCS) Milka Gecheva, the representatives of industry,the NGOs and the employers&amp;#39; organizations. &amp;quot;It is necessary to unify the requirements for the scope and contentof the project documentation provided inRegulation № 4 on the scopeand content of the investment projects,&amp;quot;explained Minister Zaharieva. The modification of the documentationrequirements for an investmentproject has to be defined clearly and comprehensively in order to minimize the possibility of discretion and corruption. Accordingto current regulations anyAdministration which is issuingbuilding permits may require variableamount of project documentation from the investor.The participants in the Council agreed on the introduction of clear regulationswhich will facilitatethe investment process for project designers, investors and assignors. It became clear during thesession that this is only the first step, which concerns the most common types of the construction, but the regulations forconstruction of the other categories- first, second andthird category willbe also upgradeable with amendments. </description>

		<title>Deputy Prime Minister Ekaterina Zaharieva Seized the Attorney General over Illegal Construction Works at Bulgarian Seaside</title>

		<description>Deputy Prime Minister of Economic Policy, Minister of Regional Development and Minister of Investment Planning Ekaterina Zaharieva has filed a signal to Bulgarian Prosecutor General Sotir Tsatsarov over the lawfulness of the construction permits and the allowed re-certifications given to 11 properties in the lands of the coastal municipality of Tsarevo. Those construction permits have been issued by the chief architect of the municipality. Nine of the properties are located in the region of Smaylov Chair in the lands of the village of Lozenetz, while some of them border the Koral Beach. In the last revision, carried out by the National Construction Control Directorate in August, it was ascertained that 9 out of 18 issued construction permits have been in force. The others were repealed by the the court or have lost their legal force.   The total number of construction permits, issued for 2 of the properties, located in the region of Ribarnitsata in the lands of the village of Lozenetz, is 20. Only 7 of them are in force, while the rest 13 have no legal value. Inspection of the National Construction Control Directorate reported that the permits issued by the chief architect of Tsarevo were made in violation of the law. There have been established violations of the existing legal framework for spatial planning and construction, and also of the requirements for construction. Building permits have been issued based on the approved investment projects which at the time of issuance of the building permits have lost their legal action. The building permits were issued in violation of the Biological Diversity Act without following procedure for compatibility assessment. Decisions on assessment of environmental impact and those on the evaluation of the necessity of such assessment, related to the investment projects at the time of issuance of permits for construction and their revalidation, have also lost their legal action. The inspection founded that for all authorized constructions there has not been provided accession to the networks, nor to the technical infrastructure. In the opinion of presence of severe defects of the above mentioned building permits Minister Zaharieva send a signal to the Prosecutor General a protest to be filed to a request declaring them null and void them. </description>

		<title>Ekaterina Zaharieva: Energy Renovation Fund provides a unique opportunity for the homeowners</title>

This is the Deputy Prime Minister and Minister of Regional Development and Investment Planning Ekaterina Zaharieva&amp;#39;s opinion expressed in a meeting with the Association of Home-Owner Societies where their participation in the &amp;quot;Energy Renovation of Bulgarian Homes&amp;quot; project was approved. The Deputy Prime Minister emphasized on the implementation of the program that has been unreasonably delayed in the last one year and stated that the lack of dialogue, transparency and information was the major reason for that. This discourages many people for applying and submitting their projects for the Energy Renovation program, said Ekaterina Zaharieva. She recalled that the last one year on her position of official Premier and Minister of Regional Development she was able to provide 75% of European grant and to establish a fund to cover 100% from the costs of lower income homeowners and this led to great interest to the program. However a year later there is still no progress on the procedures and the choice of designer, builder and project controller. Minister Zaharieva was clear that the team of Ministry of Regional Development under her leadership will make every effort to successfully complete the program. During the meeting it became clear that measures to expedite the process are already fact. It is expected the procedure for selection of designer and project control to be completed until September 10th and the contractors to be selected by September 20th. Up to date, there have been received over 380 applications from homeowners. Between the Ministry of Regional Development and the owners are signed 52 agreements to which the buildings are ready for planning and construction works. </description>

We are now working actively on structuring a board that should begin its work in the shortest possible deadlines. That was said by the Deputy Prime Minister for Economic Policy and Minister of Regional Development and Investment Planning Ekaterina Zaharieva at the meeting with representatives of Labour Confederation &amp;quot;Support&amp;quot; and Confederation of Independent Trade Unions in Bulgaria. The meeting was attended by the Minister of Economy and Energy Vasil Shtonov. The talks were focused on the problems in the &amp;quot;Energy&amp;quot; sector, on the crisis with the closing of Corporate Commercial Bank, on the lack of financing for the construction of sections of the highway &amp;quot;Hemus&amp;quot; and on the state of &amp;quot;Irrigation Systems&amp;quot;. One of the tasks of the energy board is to prepare amendments to the Energy Act to allow the State Energy and Water Regulatory Commission to turn from a political into an expert body in order to regulate in a professional and efficient manner the energy and water sectors. Mrs Zaharieva emphasized that the state should be predictable and stable because it is the most important signal for ensuring stability of the business and for attracting foreign investment. In conclusion, the Deputy Prime Minister underlined her determination to act with complete transparency and taking into consideration the opinions of all stakeholders to achieve effective and mutually beneficial solutions. </description>
