Set goals and upcoming tasks for the Ministry of Investment Planning - 2014

Priority tasks: To construct a favorable residential environment, to protect the property of citizens, to "green light" the investment projects, to provide transparency in public procurement procedures.

Primary goal: to initiate legislative changes to help investors.

Therefore Ministry of Investment Planning is going to initiate

Amendments in public-private partnership legislation in order to ease the investment process

Transparency in public procurement procedures set as a primary task 

Reduction of the regulative burden in the investment process through legislative acts in the form of "An Unified Code of Construction"

Amendments in the Law on Spatial Planning

Primary goal: to assist the local government and local authorities in the preparation and approval of general site development plans and absorption of EU funds.

Therefore Ministry of Investment Planning will ensure

Financial aid to a total amount of over EUR 3 million (BGN 6 million) for the preparation of municipal general site development plans has been granted. At the moment about one third of the 264 Bulgarian municipalities have adopted general site development plans. Most of the general site development plans need little funds to be completed, therefore financing priority will focus on them.

Establishment of a bank of social significant projects

Primary goal: to accelerate the activities on the creation and maintenance of cadastral maps and registers, thus ensuring and protecting the property of Bulgarian citizens. 

Short term goal for the Ministry of Investment Planning is to focus on creation of cadastral maps for the whole Bulgarian territory. Therefore there are provided financial resources to a total amount of over EUR 5 million (BGN 10 million). Within the Agency of Geodesy and Cadaster will be created an electronic register and a digital archive of the existing geographic, cartographic and cadastral data.  Customized software will be developed to control the process, e.g. known as "smart technologies" (Smart Geospatial Technologies) for an integrated collection, accumulation, archiving and processing of the digital archive of State Geodetic, Cartographic and Cadastral Fund (Geocartfund).

In 2014 will begin the creation of cadastral maps for the last eight Sofia regions that still do not have cadastral maps - those are Slatina, Poduene, Ilinden, Izgrev, Krasno Selo, Vazrazhdane, Lozenets and Triaditsa as well as the territories of 13 community centers and 27 other locations.

Primary goal: to adopt new standards for planning and construction.

Therefore Ministry of Investment Planning will

Propose the implementation of new standards in construction planning, commonly known as "3D Building info models", thus preventing the percentage faults in construction planning

Strengthen the control over the lawfulness of permitted construction and construction performed. Facilitate the procedures for obtaining a construction permit for G-6 categorized buildings

Primary goal: a contemporary approach to housing policy.

Therefore Ministry of Investment Planning will

Develop a comprehensive concept of housing policy and long-term implementation. 

Develop a new Residential Code and a new Law on Spatial Planning  

Create a pool of pre-fabricated homes that are easy to transport in emergencies or natural disasters

Primary goal: management of the quality in services provided to citizens and business.
