European Standards for Construction Planning To Become Compulsory from 2015
European standards for construction planning to become compulsory from 2015 - this is the prevailing opinion of the stakeholders.
Currently Ministry of Investment Planning (MIP) analyses and summarizes the proposals referred to the elaboration of the implementation of Euro codes. More than 60 officially presented state agencies, government and non-government organizations, universities, institutes and experts in the field of building and construction shared their experience.
As per the stakeholders from the construction sector European standards for construction planning should be adopted and in force for all new constructions that have been assigned under the Public Procurement Act. For the other types of constructions one year transition period is to be set; during this year both national legislative acts and the European standards (upon the will of the assignor) to be applied, that is the stakeholders prevailing opinion.
The implementation of Euro codes in the construction planning process in Bulgaria is settled by a Regulation from 2011. Thus a two-year transition period has been set, during this period a parallel implementation of both national legislative acts and European standards has been adopted. The Regulation was amended in the end of 2013 so as from January 6th the Euro codes became compulsory for all new constructions that have been assigned under the Public Procurement Act. One year period without change was provided for residential buildings.
